Access step-by-step

EUROMOD has three components: the software, the model (coded policy rules) and the input microdata. The software and the model can be downloaded directly, while the EU-SILC-based microdata have to be requested following a specific procedure. See details below.

Software

The EUROMOD software includes the user interface, its underlying calculator and some applications (HHoT, Statistics Presenter, In-depth Analysis). The source code is distributed as open source under the EUPL-1.2 License and available in GitHub. The installer is distributed under an End-user licence agreement.

EUROMOD Connectors

In order to facilitate the use of EUROMOD for research and analysis, we built libraries, which we typically refer to as a connector in order to be able to call the microsimulation model from Stata, Python and R.

Model

The model is a set of xml files which contain the coded policy rules. It also includes training datasets for all country models. Synthetic data can be created with the Hypothetical Household Tool (HHoT), included as a plugin with the software. If you would like to request survey-based input microdata, please see next point. The coded policy rules are distributed under the Creative Commons Attribution 4.0 International (CC BY 4.0) licence (Open Source) since EUROMOD I3.0+.

In order to get access to EUROMOD input data for the 27 EU member states, a valid Research Project Proposal (RPP) approved by Eurostat is needed. The procedure to request an RPP is described below. Once the RPP has been approved by Eurostat, the RPP's principal researcher or data manager has to submit an input data request form. After following the procedure indicated, the principal researcher/data manager will gain access to the data repository, where the input datasets are stored every time new datasets are available. Access to input data will be provided until the expiration of the RPP, meaning that the input data request form has to be submitted only once.

Please note that UK data (needed for model versions up to I3.86+) are not provided by the JRC, but by the CeMPA (Centre for Microsimulation and Policy Analysis). In order to gain access to these data, please follow the instructions provided by CeMPA in this webpage.

How to get a Research Project Proposal (RPP) approved by Eurostat

In order to be able to request EUROMOD input data, you need to follow a two-step process:

  1. Your institution needs to be recognised by Eurostat as a research entity that is allowed to access microdata (this may take around 4 weeks). You can check whether your institution is already on the List of recognised research entities.
  2. You will need to submit an RPP to Eurostat stating that you want to use EUROMOD input data and explaining the research purposes (this may take around 8 weeks).

If you have an old RPP that only gave you access to EU-SILC data (and not to HBS data) to be used in EUROMOD, you will have to amend it to add EUROMOD input data. Otherwise you will not be able to get access to the EUROMOD datasets disseminated from 2025 onwards, since they contain information extracted from HBS data.
