Salvador is Head of the Fiscal Policy Analysis Unit of the Joint Research Centre, European Commission. He received his doctorate from Sciences-Po Paris. His research focuses on public finances, taxation and growth.

Salvador previously worked as Fiscal Policy Analyst at the Directorate General for Economic and Financial Affairs of the European Commission. Before joining the European Commission Salvador held teaching and research positions in several universities in the UK, Spain, Ireland and Belgium.

Antonio F. Amores

Antonio F. leads the development and update of the simulation of consumption taxes in EUROMOD. He also contributes to the assessment of the impact of consumption and green tax-benefit reforms and inflation analysis in EU Member States.

Antonio F. Amores

He has also wide experience in projects related with supply-use and input-output tables and on Productivity. Antonio previously worked for the Andalusian Regional Statistical Office and the Spanish Trade and Economic Office (Embassy of Spain in Chile). He is also Associate Professor in Pablo de Olavide University (Seville, Spain) with more than ten years’ of active experience in Quantitative Methods for Economics, on permanent special leave to serve at the European Commission since 2012. He was a visiting researcher at Tilburg University (the Netherlands).

Kateryna is working as economic analyst at the Fiscal Policy Analysis team of JRC-Seville. She works on the development and maintenance of EUROMOD and contributes to the impact assessment of tax-benefit policies.

Kateryna Bornukova

Before joining JRC in 2023, she worked as a visiting professor at the University Carlos III of Madrid, and as a researcher at BEROC research center. She worked on impact analysis of fiscal policies on inequality and multidimensional poverty in Eastern European and Central Asia countries. She has collaborated with the World Bank and UNICEF as a consultant.

Kateryna has extensive experience in academic teaching at BA and MA levels as well as capacity building of researchers and practitioners.

Kateryna holds a PhD in Economics from University Carlos III of Madrid (2016), an MA in Economics from Kyiv School of Economics (2004) and a BA in Management from the Odesa National University (2002).

Her research interests lie in the fields of social policy analysis and evaluation, with emphasis on impact on inequality and child development.

Michael Christl

Before he worked as an economic analyst in DG ECFIN between 2022 and 2023. Before joining DG ECFIN, he was already working for 4 years in the Fiscal Policy Analysis team. Between 2013 and 2018 he was working for Agenda Austria, a think tank based in Vienna.

Michael holds a PhD in Economics from the Vienna University of Economics and Business. He obtained a Master degree in Quantitative Finance from the Vienna University of Economics and Business and a Master degree and a Bachelor degree in Economics from the University of Vienna.

His research interests lie in the fields of public economics and labour economics.

Paola De Agostini

Paola is an experienced social science researcher specialising in applied micro-econometric analysis of social policies. Before joining the JRC in 2022, she worked as senior economist at the Joseph Rowntree Foundation (JRF) in the UK where she led JRF’s economic modelling and econometric analysis. Her work focused on developing JRF’s modelling capabilities to better understand the causes of poverty in the UK and develop effective policy solutions to reduce it.  She has also worked at the Institute for Social and Economic Research (ISER) at the University of Essex as a Senior Research Officer and EUROMOD developer.

She holds an MSc in Applied Economics and Data Analysis (2001) and a PhD in Applied Social and Economic Research (2008) from the University of Essex (UK).

Her research interests lie in the fields of policy evaluation using microsimulation methods, redistributive effects of tax-benefit policies and poverty. Other research areas that she is interested in are consumer spending choices, health consequences of policy choices, environmental and economic planning, health care financial systems, forecasting and spatial micro-simulation models.

Hugo del Valle-Inclán Cruces

Before joining the JRC-Seville Hugo worked as slackline instructor, taught at a high school in Berlin, performed financial accounting at the City Council of Vilagarcía de Arousa, and was a researcher and teacher at the University of Vigo.

He obtained his PhD from the University of Vigo in 2021, and has done research stays or visits at Johns Hopkins University and the Luxembourg Income Study.

His interests include distributive justice, inequality, poverty, data analysis, and coding.

Ilda is an applied development and environmental economist working as economic analyst at the Fiscal Policy Analysis team of JRC-Seville. She works on the development and maintenance of EUROMOD and its consumption taxes extension and contributes to the impact assessment of tax-benefit policies.

Ilda Dreoni

Before joining JRC in 2023, she worked as a researcher at the University of Southampton – Department of Social Statistics where she worked on quantitative analysis to measure the impact of international trade on income, poverty, income inequalities, and multidimensional well-being. She further collaborated with the WorldPop group on a project for the construction of a geospatial health and development indicator atlas for India. Ilda is also experienced in academic teaching and supervision in topics such as Advanced Environmental Economics, Applied Statistics, Microeconomics and Quantitative Analysis as well as capacity building of researchers and practitioners.

Ilda holds a PhD in Environmental Economics from the University of Southampton (2020), an MSc in Environmental Economics from the University of Turin (2011) and a BSc in Development Economics from the University of Florence (2008).

Her research interests lie in the fields of policy evaluation and monitoring for sustainable development using applied microeconomics. The main areas of research interests are development and environmental economics, experimental methods for microeconomic analysis, public choice and fairness, distributive justice theories and social norms, spatial analysis.

Klaus Grünberger

Before joining JRC in 2019, he worked as a consultant for UNICEF, FAO and WIFO.

Klaus holds a Magister degree in Economics from the University of Vienna and a PhD in Econometrics and Empirical Economics from the University of Rome 'Tor Vergata'.

His main research interest lies in the field of applied microeconometrics. He published in the areas of labour market policies, wealth taxation, public health, agricultural production, food security and household survey design.

Viginta Ivaškaitė-Tamošiūnė

Before joining the JRC, she worked as a researcher at two European agencies (Eurofound and EIGE), as an economic analyst at the JRC, and as a researcher and lecturer at the Lithuanian Social Research Centre and Vilnius University.

Viginta holds a PhD in Social Science, a Master’s degree in Social Policy, and a Bachelor’s degree in Social Work from Vilnius University (Lithuania). Her research interests lie in the fields of fiscal and social policies, poverty and inequality, job quality, unpaid work, and gender inequality.

Chrysa Leventi

Before joining the JRC in 2022, Chrysa worked as a scientific advisor at the Council of Economic Advisors of the Greek Ministry of Finance, and as an adjunct lecturer at the Athens University of Economics and Business (AUEB). She has also worked at the Institute for Social and Economic Research (ISER), University of Essex as a Research Fellow and EUROMOD developer.

Chrysa holds a PhD in Economics from AUEB. She also holds a MSc in Economic and Social Policy Analysis from the University of York and a BA in International and European Economic Studies from AUEB.

Her research interests lie in the fields of microsimulation modelling for policy analysis, income inequality and poverty, the economics of the welfare state and tax evasion.

Sofia Maier

Before joining the JRC in 2019, Sofia worked as a consultant for the United Nations Development Program (UNDP) on time-use, poverty and gender inequality; for the Presidency of Uruguay on fiscal policies, inequality and microsimulations and for PwC on economic consulting. She has also research and teaching experience, mainly in macro, labour and inequality topics.

Sofia has a PhD in Applied Economics from the University of Antwerp (Belgium), a MSc degree in Economics and Business from the University of Rotterdam (the Netherlands) and a BA degree in Economics from the UdelaR (Universidad de la República, Uruguay).

Her main research interests are economic cycles, crises and welfare; unemployment and labour market mismatches; multidimensional poverty and inequality; microsimulation of tax benefits and evaluation of fiscal policies; green transition policies and gender inequality.

Kostas Manios

Before joining JRC in May 2022 he was the main software developer of the EUROMOD software in ISER, University of Essex, and played a central role to the design and development of the EUROMOD software and a broad range of related plugins (such as ITT, HHoT, Statistics Presenter). He also designed and developed a tool for building custom simplified web interfaces for EUROMOD, known as EM Light.

He holds a degree in Computer Science and an MSc by Research from Salford University.

Luis Manso

Before joining the JRC in 2023, he worked as a research coordinator leading the Social Protection unit at CoLABOR. Here, he led various projects with different stakeholders from various sector of economic activity. Further, he was a primary developer and co-author of the Portuguese dynamic microsimulation model – DYNAPOR.

He holds a PhD in Development from the Lisbon School of Economics and Management of the University of Lisbon.

His primary research interests lie in the field of microsimulation modelling for policy analysis.

Before joining the JRC-Seville she was engaged in the UNU-WIDER project for modelling agricultural subsidies in the tax-benefit microsimulation model for Zambia.

She holds a MSc degree Economic Development and Growth from the University Carlos III of Madrid and worked on relevant related research topics in the Lund University of Sweden.

Her main research interest are labour economics, agricultural production, policy evaluation, gender studies, and econometrics.

She holds a degree in Physics and a PhD in Medical Physics by the University of Seville.

Before joining the JRC-Seville in January 2019, he worked as a senior research officer at ISER, University of ESSEX.

He holds a Ph.D. in Economics from the department of economics at the University of Oslo. His doctoral thesis is titled "Three essays on Self-employment and taxation".

His research focuses on empirical public economics and microsimulation modelling, in particular he is interested on the effects of tax-benefit systems and labour market institutions on income inequality, poverty and work incentives.

Fidel Picos

He is an associate professor (on special leave) in the Department of Applied Economics at the University of Vigo (Spain), where he was teaching and doing research from 1999 to 2015. He has also been a fellow researcher at the Instituto de Estudios Fiscales (IEF, Spanish Insitute for Fiscal Studies) and at the OECD Centre for Tax Policy and Administration.

He holds an MsC in Economics and Business (1997) and a PhD in Economics (2003) from the University of Vigo.

His research is focused on the study of tax-benefit systems and their impact in terms of inequality, redistribution and poverty, using survey and administrative data together with microsimulation tools.

Before joining the JRC in 2020, Mattia worked as Economic Advisor for the UK Communication Regulator (Ofcom) and for one of the UK Independent Fiscal Institutions (the Fiscal Commission). Mattia has also teaching experience in dynamic macroeconomics and introduction to economics.

Mattia holds a PhD in Economics from the University of Glasgow. He also holds a MRes in Economics from the University Carlos III (Madrid, Spain) and a BA in Economics from the Sant’Anna School of Advanced Studies (Pisa, Italy).

His main research interests focuses in the area of macroeconomics and fiscal reforms.

Hannes Serruys

Before joining the JRC in October 2022, Hannes worked as a functional analyst for a health insurance fund.

He is currently a PhD Candidate at KU Leuven and holds a M.Sc. in European Studies and a M.Sc. in Economics and has a passion for programming. His main research interests are in the fields of public and welfare economics and more specifically in the areas of  microsimulation modelling, non-parametric welfare analysis, (optimal) income-tax reform analysis, and incorporation of fairness considerations in welfare measures.
